Best Choice Care Limited is committed to achieving Net Zero greenhouse gas emissions by 2050, in line with UK Government policy, Procurement Policy Note (PPN) 06/21, and the wider sustainability ambitions of the NHS and public sector.

 

As a provider of health and social care services, we recognise our responsibility to minimise the environmental impact of our operations and to support more sustainable service delivery. We are committed to reducing carbon emissions arising from our office activities, operational mileage, purchased electricity, business travel, consumables, and wider business activities, while continuing to deliver safe and effective care services.

 

This Carbon Reduction Plan has been prepared in accordance with PPN 06/21 – Taking Account of Carbon Reduction Plans in the procurement of major government contracts, together with the associated technical guidance and reporting standards.

 

 

Baseline Emissions Footprint

 

Baseline Year: 2024/25

 

The baseline year represents the first year for which Best Choice Care Limited has prepared an organisational carbon footprint in line with the requirements of PPN 06/21. It provides the reference point against which future carbon reductions will be measured.

 

The baseline has been prepared using the operational information currently available to the organisation, including vehicle fuel use, business mileage, electricity expenditure, and the use of key operational consumables. Where complete primary data has not yet been available, emissions have been estimated using reasonable assumptions based on internal records and the relevant UK Government greenhouse gas conversion factors. These estimates will be refined over time as environmental reporting systems and data capture processes are strengthened.

* These categories are currently outside the organisation’s available primary reporting data and have therefore been excluded from the quantified baseline at this stage. Best Choice Care Limited will continue to improve data collection and reporting processes so that these emissions can be incorporated in future annual updates of this Carbon Reduction Plan.

 

 

Methodology note

Scope 1 emissions have been estimated from reported annual operational vehicle fuel usage, based on mixed petrol and diesel consumption across the organisation’s activities.

 

Scope 2 emissions have been estimated using annual electricity expenditure and an indicative commercial electricity unit rate to derive annual kWh consumption.

 

Business travel emissions have been estimated using reported annual mileage.

 

Purchased goods and services emissions have been estimated using indicative embodied carbon assumptions for high-volume operational consumables and office paper.

 

Best Choice Care Limited recognises that some Scope 3 categories are not yet supported by sufficiently robust primary data. The organisation is committed to improving the quality, completeness, and accuracy of its carbon reporting over time.

Current Emissions Reporting

 

Reporting Year: 2025/26

 

Best Choice Care Limited is in the process of improving its environmental data collection arrangements in order to strengthen annual emissions reporting and improve the quality of activity data across all relevant emissions categories.

 

At the date of this Carbon Reduction Plan, the 2024/25 baseline year represents the organisation’s current best estimate of operational emissions based on the data presently available. During the 2025/26 reporting year, the organisation will continue to collect and review operational data relating to electricity use, fuel consumption, mileage, purchased consumables, and other relevant activities, with a view to refining future emissions reporting and improving the completeness of

 

Scope 3 reporting.

An updated emissions position will be included as part of the next annual review of this Carbon Reduction Plan, at which point the organisation will report revised figures where more accurate primary data has become available.

Emissions Reduction Targets

Best Choice Care Limited is committed to reducing its operational carbon footprint through a programme of continuous improvement, proportionate investment, and practical operational change.

Our current carbon reduction objectives are to:

  • achieve a minimum 25% reduction in operational greenhouse gas emissions by 2030 against the 2024/25 baseline year, subject to service growth and operational requirements;
  • improve the quality and completeness of carbon reporting data across all relevant emissions categories;
  • reduce emissions associated with business travel and operational mileage through improved workforce planning, route coordination, and digital ways of working;
  • reduce electricity consumption across office and operational settings through energy efficiency measures and staff awareness;
  • minimise waste and encourage more responsible procurement and recycling practices;
  • embed environmental sustainability into operational decision-making and day-to-day business practices; and
  • achieve Net Zero greenhouse gas emissions by 2050.

Carbon Reduction Projects

 

Best Choice Care Limited has implemented, and intends to continue implementing, a range of practical carbon reduction measures across its operations. These measures will be reviewed annually and updated as our reporting capability and environmental management arrangements mature.

  1. Energy Efficiency
  • encouraging energy-efficient behaviours across office and operational premises, including switching off lights, heating, and electrical equipment when not in use;
  • using LED lighting and energy-efficient equipment where reasonably practicable;
  • monitoring electricity expenditure and usage trends to identify opportunities for reduction;
  • reducing unnecessary electricity consumption through staff awareness and internal management controls; and
  • considering further energy efficiency improvements as operational premises and service delivery arrangements evolve.
  1. Sustainable Travel and Operational Mileage
  • increasing the use of remote meetings, telephone reviews, and digital communication where appropriate to reduce unnecessary travel;
  • planning staff rotas, service visits, and care schedules more efficiently in order to minimise travel distances and avoid duplication of journeys;
  • encouraging practical car sharing and journey coordination where operationally appropriate;
  • reviewing fuel consumption and vehicle usage patterns to identify opportunities for improved efficiency; and
  • considering lower-emission vehicles, including hybrid and electric options, where operationally and commercially feasible.
  1. Waste Management
  • promoting the segregation of recyclable waste streams wherever facilities are available;
  • reducing paper-based processes and encouraging digital record keeping and communication;
  • ensuring that general, recyclable, and any care-related waste is managed responsibly in accordance with applicable requirements; and
  • reviewing waste collection and disposal arrangements as part of wider environmental monitoring and reporting improvements.
  1. Procurement and Purchased Goods
  • consider environmental factors when selecting suppliers and service providers where practical and proportionate;
  • seek to reduce avoidable consumption of paper, PPE, and other single-use consumables where this can be achieved without compromising care quality, infection control, or safety;
  • support local procurement where appropriate to reduce transport-related impacts;
  • encourage suppliers to demonstrate environmental responsibility and sustainable practices; and
  • improve internal monitoring of high-volume consumables to support future emissions reporting and reduction planning.
  1. Workforce Awareness and Engagement
  • raise staff awareness of sustainability and carbon reduction through internal communication and management guidance;
  • encourage responsible behaviours in relation to travel, energy use, waste, and printing;
  • promote digital working and paper reduction wherever operationally suitable; and
  • incorporate environmental awareness into wider organisational development and management practice over time.

Future Carbon Reduction Initiatives

  • development of a more formal internal environmental management framework proportionate to the size and nature of the organisation;
  • annual review and update of the organisation’s carbon footprint using the latest available operational data and UK Government greenhouse gas conversion factors;
  • improved collection of activity data relating to electricity usage, fuel consumption, staff mileage, commuting, consumables, and waste;
  • continued reduction in paper usage through digital systems and more efficient document management;
  • review of opportunities to source lower-impact products and services where operationally appropriate;
  • engagement with key suppliers to improve visibility of environmental performance across the supply chain; and
  • consideration of further carbon reduction opportunities as the business grows and reporting capability improves.

Declaration and Sign-Off

This Carbon Reduction Plan has been completed in accordance with PPN 06/21 and the associated guidance and reporting standard for Carbon Reduction Plans.

Emissions have been reported and recorded in accordance with the GHG Reporting Protocol Corporate Standard and using the appropriate UK Government greenhouse gas conversion factors for company reporting applicable to the relevant reporting year.

Scope 1 and Scope 2 emissions have been reported in accordance with SECR principles, and the required subset of Scope 3 emissions has been reported in accordance with the published Carbon Reduction Plan guidance and the Corporate Value Chain (Scope 3) Standard, to the extent that relevant operational data is currently available.

Where complete primary data was not available at the time of preparing this Plan, Best Choice Care Limited has used reasonable operational estimates based on internal records and available activity information. These estimates will be reviewed and refined as part of future annual updates to this

 

Plan.
